The US military and DoD have an extensive arsenal of space and ground based technologies, NOT FOR the battlefield.

They are classified and speculation is that they may in fact be in use!

Rep. Dennis Kucinich of Ohio wrote Bill HR 2977 Space Preservation Act (2001), expressed CONCERN and real THREATS of the use of these weapons and technologies.

“To preserve the cooperative, peaceful uses of space for the benefit of all humankind by permanently prohibiting the basing of weapons in space by the United States, and to require the President to take action to adopt and implement a world treaty banning space-based weapons.”

• (III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object; or..

There needs public debate on HAARP, and SPACE BASED COMMUNICATIONS SYSTEMS that can directly effect peoples moods, physical health, and mental states.

In 2006, a study and investigative report was published by Sonoma University. This report was the results of work done by Professor Peter Phillips, Bridget Thornton and Lew Brown.

• “Considerable evidence recently has surfaced that the U.S. government, in past years, has conducted a number of what have been classified as “scientific” experiments on human subjects without their knowledge or consent.
• Although the tests that have been publicly acknowledged took place some time ago, sufficient action has not been taken to compensate victims, and to assure that similar forms of abusive experimentation would be prevented in the future, especially in newly emerging areas of technology and weapons development.“

As early as 1956, US Air Force Base, Rome, NY supplied  radar, radio frequency technology, for CIA sponsored remote electronic stimulation experiments on primates, as found in  FOIA documents on MK Ultra. To check this, see Colin A. Ross, CIA Doctors (2006), pg. 103 chpt 9.

J. F. Schapitz, in 1974, did a study with volunteers. The study involved using modulated microwaves to send signals to the brains of human subjects. Sending hypnotic suggestions, in conjunction with environmental, or external cues; recording brainwaves of a subject who had been put into a drugged state, and sending the very same signals into an different individual not under any drug influence. (see R. O. Becker, pg.321). In his book, Robert Becker states that as early as the 1960s, the CIA provided funding for reseach into remote influence of human cognition, consciousness, and behavior, by way of electromagnetic fields, EMR, modulated microwave, and extreemly low frequency, or ELF. It is possible that as early as the 1970s, by way of radar and satellite, the military, and the CIA, had capabilities to subject, unwittingly, humans to the technologies here in referred to, namely, what has been denoted in recent decades as non-lethal weapondry, but more specifically, technologies aimed at neurophysiological interference, influence, and control . The EU Parliament (quote below) has voiced concern about systems that are operational and run by the US military and perhaps private contractors, that have ability to direct effects to the mental and physical functioning of people, anywhere on the globe.

“That the US has undertaken a variety of _mind control programmes in the past such as MkULTRA and MkDELTA is a matter of public record and those using electromagnetic radiation such as PANDORA have been the focus of researchers in para-politics for many years.355

More recently, authors such as Begich and Roderick have alleged significant breakthroughs in the ability of military high frequency electromagnetic technologies to manipulate human behaviour.356”

How aware are our representatives? Do they know that these capabilities are at the hands of individuals within the US military and intelligence community. Consider the following “The National Security Act [of the United States] formally took effect in September 1947. Since that time, the Department of Defense, NSC, and CIA have grown steadily in terms of size”- History Channel. Furthermore, “The ‘black budget’ funds a covert world of unaccountable intelligence activities, covert military/intelligence operations and classified weapons programs. ….The key to uncovering the true size of the black budget are the chronic accounting anomalies in the DoD budget that reveal that as much as one trillion US dollars is annually being siphoned by the CIA into the DoD for secret distribution to various military intelligence agencies and the ‘deep black’ programs they respectively support. “-end quote. -Michael E. From Nick Begich’s reading of USAF 1982 Final Report On Biotechnology Research Requirements For Aeronautical Systems Through the Year 2000, as well as Radiofrequency Radiation Dosimestry Handbook, he states (pgs. 165-166) that ”What this seemed to say [in reference to a quote from Handbook] was that the objective of the research would be towards mind manipulation at a distance, where the military could alter what people thought and, at the same time know what they thought.
